Below are the details for the Legislative Conference scheduled for May 6 – 9, 2007 in Washington D.C. Course descriptions and a tentative meeting agenda are below. Those attending must register on cooperative.com. There is no fee for attending, but you must register so that your name badge is ready for you and so that NRECA has a general head count. Sleeping room reservations will be handled by CREA. We have a block of 50 rooms reserved at the Hotel George and 20 rooms at the Phoenix Park Hotel, both are located on Capitol Hill near the NRECA headquarters hotel (Hyatt Regency). To make your room reservations, please complete the enclosed reservation form for the hotel you wish to stay in and return it to the CREA office. Please note that hotel assignments will be made on a first-come first-serve basis. A credit card number is required on the registration form for the first night’s deposit. Ground Transportation The Super Shuttle van is available at the main terminals of three airports in the Washington, D.C. area. The one-way fare from Reagan National Airport to the downtown hotels is approximately $13 per person; from Dulles the fare is $22 per person; from BWI the fare is $31 per person. Legislative Conference Education Courses NRECA will be holding issue briefings on Sunday and Monday, May 6 and 7. There is no charge for attending these briefings, however, participation is on a first-come first serve basis. The Legislative Briefing on Monday at 3:00 p.m. and Tuesday at 9:00 a.m. are identical. The issues we will be discussing during our meetings with the delegation will be covered at these briefings so we recommend that you attend one of these sessions. The state briefing will be held on Tuesday at 2:00 p.m. at the capitol. Three director courses will be offered in conjunction with the Legislative Conference. On Sunday, May 6, at the Hyatt Regency, courses 929.1 Current Issues in Policy Development and 966.1 Understanding the New World of Power Supply will be held. On Wednesday, May 9, at the NRECA headquarters, course 999.1 Introduction to Computers and the Internet will be held. You can register for these classes on cooperative.com using the legislative conference link. 929.1 Current Issues in Policy Development The Sarbanes-Oxley Act of 2002 raises new questions and expectations regarding board duties, roles and relationships with management and the membership. These expectations require boards to respond quickly and effectively to a wide range of issues. Among these are the fulfillment of the board’s legal duties and responsibilities and how well the board uses policies to help the board and management fulfill the objectives of the system. Policies addressed in this course help to clarify what the board delegates to the manager and the board’s expectations of management and staff in operating the cooperative. Participants will also learn to use policies to strengthen the effectiveness of their board and its working relationship with other board members. 966.1 Understanding the New World of Power Supply Directors face a new world in which power supply decisions are more complex, involve greater risks and have greater cost consequences for consumers. This course, designed for all directors, explains why this new environment developed, why decision making is more complex, and how utilities can implement prudent risk assessment tools to limit their exposure to the inherent volatility in power supply. 999.1 Introduction to Computers and the Internet This course will help directors understand the evolving role of computers and the Internet as contributors to effective and efficient corporate governance. This course exposes directors to basic computer applications via interactive discussion and hands-on exercises. This course will be held at the NRECA headquarters. Congressional Insight Our popular grassroots skills development workshop, will be offered again this year at no cost. Seating is limited to a first-come, first-serve basis. Spouses and family members are encouraged to attend. This fast-paced program puts you in the shoes of a Member of Congress where you’ll feel the daily pressures every U.S. Representative faces. Can you take the heat and win re-election?
The 2007 Farm Bill The session will focus on what an energy section of the Farm Bill could mean for electric cooperatives, particularly in the areas of transmission and economic development.
Efficiency in the 110TH Congress This session will focus on legislative issues relating to efficiency for electric utilities and how electric cooperatives are using advance utility and customer telecommunications capabilities to boost system-wide efficiency. This forum will be held in conjunction with the National Rural Telecommunication Cooperative.
The New Rules of the Road on Advocacy How will the new ethic rules impact rural electric cooperatives and grassroots lobbying? How will ACRE be impacted? This forum will explore the changing dynamics on Capitol Hill, focusing on information co-op leaders need to know to continue to be heard by policymakers. Workshops will be offered at the Hyatt Regency Hotel, Washington, D.C. Climate Change Addressing global climate change is at the forefront of the policy debate on Capitol Hill. NRECA lobbyists will break down this complex issue and review the current legislative proposals to address global warming. Workshops will be offered at the Hyatt Regency Hotel, Washington, D.C.
Renewable Energy Renewable portfolio standards are sweeping across the nation and a federal RPS looms in the U.S. Congress. This session will examine the current situation across the country with respect to renewable energy and the implications of a federal standard.
